Again… It is smeg. All you have to do is wash it when the skin is back regularly but if you do that then you should consult a doctor, don’t worry I don’t think it is life threatening.

That’s easy. Just pull back your foreskin and wash it away with water and mild soap like once a day. If you want, you can pull back your foreskin while you pee, as that’ll help too.
